Water & Sewer Billing
The Village is divided into two districts for water and sewer billing purposes. Each district is billed bimonthly. The bills are mailed during the last week of the month and are due by the 20th of the following month.
Please note that the Wheeling Drainage District is a defunct taxing district - nothing is due and owing to that organization by Wheeling property owners.

Weekend Billing
If the 20th falls on a Saturday or Sunday, the bills are due on the following Monday.
On-Time Payments
Payments are considered on time if they are physically received in the office of the Director of Finance on or before the due date. Postmarks and/or the date on your check are not considered proof of timely payment.

Rental Deposit Application
Complete a rental application form to place a utility bill in your name as a new renter. A completed application, a copy of your lease, a $100.00 deposit and a copy of driver’s license/identification are required for the renter’s name to be put onto the utility bill account. Please drop off the required documents in our drop box in an envelope addressed to Finance or email the application and copy of driver’s license or identification to waterbilling@wheelingil.gov and mail a check to our Village Hall address. Tenants Moving Out
Complete a service termination form before moving out of a rental property. A completed form can be brought to Village Hall, faxed to (847) 459-9692 or emailed. To download the service termination form click here.
Change Mailing Address for Bill
Please submit a Change of Address Form to change the mailing address on your utility bill. Email form to waterbilling@wheelingil.gov or mail to

Meter Reading
The billing for water and sewer service is based on water consumption. Meters are read bimonthly. If a reading cannot be obtained, the bill is estimated based on prior usage.

Late Payment Penalty
A 10% penalty is added to the water and sewer bill if the payment is not received by the due date. Per the Wheeling Municipal Code, Title13, Section 13.04.230, the Director of Finance may waive the penalty upon the request of an account holder with a record of prompt payment for the prior 2 years. Such waiver may not be granted more than once in any 2-year period.
Leaks
It is the resident's responsibility to detect and repair any leaks in their water system. Unfortunately, even small leaks can have a tremendous effect on your water bill. Residents are encouraged to repair any leaks as soon as possible.
Water Restrictions
Non-essential water use (such as lawn sprinkling) is prohibited between noon and 6 p.m. from May 15 through September 15. To further water conservation efforts, the Village of Wheeling has implemented an even-odd address watering restriction in effect from May 15 through September 15. Properties with street addresses that end with an EVEN number (0,2,4,6,and 8) can only water on even-numbered calendar days. Properties with street addresses that end with an ODD number (1,3,5,7 and 9) can only water on odd-numbered calendar days. Your cooperation ensures an adequate supply to all water customers. Note: The watering of newly laid sod or seed is permitted at any time and on any day upon the issuance of an appropriate permit and for a time not to exceed two (2) consecutive weeks.
SWANCC (Solid Waste Agency of Northern Cook County)
Effective March 1, 1997, all residential units in the Village, including multifamily apartments and condominiums, are being assessed a SWANCC "debt service" charge of $1.35 per month. This charge is a fixed cost (primarily bond principal and interest payments) of the SWANCC disposal facilities. This charge is being collected via water and sewer billing to ensure a fair and equitable distribution of the Village’s total fixed financial obligation to SWANCC.
