EV Charger Permit Requirements

A permit is required for the installation, replacement, or modification of an EV Charger within the Village of Wheeling. The following information outlines required documents, inspections, and general EV Charger regulations.

SUBMITTAL REQUIREMENTS

The following items must be submitted for permit review:

  • Completed Permit Application Form

  • Signed Contract / Owner–Contractor Agreement

  • Project Narrative, including:

    • Scope of work

    • Description of equipment

    • Number of charging ports and charger types

    • Description of any site modifications

Installer Requirements

  • Installers must comply with the Illinois Commerce Commission (ICC) EVITP Certification

  • The Installer must hold a valid Electrical License

CONSTRUCTION REQUIREMENTS

Electrical plans shall include:

  • Manufacturer cut sheets

  • One-line diagram, including:

    • Load calculations

    • Conductor sizes

  • Panel schedules showing available capacity

  • Conductor and raceway specifications

  • Grounding, bonding, and fault path details

  • External disconnects (required for multifamily installations)

  • Manual shutoff switch location

    • Located 10–50 feet

    • Within direct line of sight of the charger

Site and civil plans shall include:

  • Trench details shown on the site plan

  • Protective concrete bollards or equivalent impact protection

  • Erosion and sediment control details

  • Concrete pad details for EV charging station equipment

  • Mounting and placement details for EVSE units

ZONING REQUIREMENTS

  • EV charging stations require, at minimum:

    • Minor site plan

    • Appearance review

  • EV charging stalls count toward minimum parking requirements per Section 19.11.010

Specific Zoning Regulations

  • (A) EV charging stations are a permitted accessory use only in parking lots with 40 or more stalls

  • (B) Maximum of two (2) EV charging stalls per 40 parking stalls

  • (C) Signage must comply with Title 21 (Signs)

  • (D) Plan Commission may consider charger type (rapid vs. slow charge) when reviewing size and location

  • (E) Access to critical features (e.g., Fire Department Connection) shall not be obstructed

FIRE PREVENTION REQUIREMENTS

The following must be provided:

  1. Manual emergency shutoff diagram

    • Located 10–50 feet from the charger

    • Clear, unobstructed line of sight

  2. External disconnects for multifamily installations

  3. Statement confirming Fire Department Connection (FDC) access is not impeded

  4. Equipment clearance details per manufacturer requirements and fire code

REQUIRED INSPECTIONS

The following inspections are required:

  • Trench and grounding inspection
  • Grounding and Bonding
  • Rough electrical inspection including wiring methods
  • Electrical Panel
  • Voltage drop verification
  • Pre-pour inspection for concrete pads or flatwork
  • Electrical panel inspection
  • Final electrical inspection and functional testing

All inspections require a minimum 24-hour notice.
